At any rate, I will be a cheerleader of Pinnacle Entertainment's new River City Casino complex if it proves to be a catalyst for development in two of St. Louis's most historic but overlooked neighborhoods--Carondelet and the Patch.
(In semi-related news, building permits are WAY up in 2010 in the City of St. Louis compared to last year. I'll provide figures as soon as I get them).

Aye, 'tis a fine, handsome building. I'll assume that the ugly block windows will be replaced. Got the permit, assuming they also have the money to do the job.
Steins Broadway is the developer and Ebersoldt + Underwood Architecture (the firm I am with) is the architect. Steins closed on the HUD backed construction loan on Thursday. We have been waiting for almost 2 years for this.
Yes, the glass block will be removed and replaced with historically appropriate factory style windows.
